The study area consisted of the central Municipalities of Athens, Kallithea, Moschato and Tavros and was one of the 9 Districts under the ``Capital 2000`` Plan. The study analysed the existing situation and proposed land uses, town planning arrangements for organising space, and specific build-ing regulations for the areas of the Municipalities located outside the official town plans, thus making more specific the objectives involved in the overall development of Athens. The purpose of the study was to convey its assumptions to local gov-ernment authorities and other social agencies in order to ensure that, at the end of a lengthy process, the views of the agencies can be in-corporated in the study, in the form of a set of shared targets. The study included the formulation, for the first time, of a proposal for the establishment of a network of monuments, open areas and central functions in the city of Athens, to serve as the grid for promotion of the programme for unification of the city's archaeological sites.
